This could be met from a variety of sources—including pollution fees on fossilfuel companies, the elimination of fossilfuel subsidies, and wealth taxes on the richest people. Weifang Port’s “zero-carbon” certification was primarily achieved by transitioning away from fossilfuel use, according to China Electric Power News (CEPN).
