Earlier this month, the US Department of the Treasury and the Internal Revenue Service hosted a public hearing on their recent proposed rules governing implementation of the Section 45Y Clean Electricity Production Credit and the Section 48E Clean Electricity Investment Credit. The Inflation Reduction Act (IRA) included a major—forthcoming—refresh for one of the biggest policy drivers of the nation’s clean energy transition to date: tax credits subsidizing the deployment of clean electricity resources. the GHGs emitted into the atmosphere by a facility in the production of electricity—is not greater than zero.
As quick background, the basic driver for a PES approach is that we need much more funding to conserve natural capital than philanthropy and governments can provide. If the forest was unlikely to be cut down, this is a waste of money and bogus credits. We all depend on natural capital for our well-being.
