The rationale for this delay is largely based on industry disinformation, with manufacturers choosing to gin up anxiety among truck dealers to wage a war on the regulations by proxy. This path taken by industry is a game of chicken with the regulators, a refusal to comply with the regulations as they stand and a dare to enforce them.

This new regulation would apply to delivery vans, big rigs, box trucks, and buses. Regulate more tractor trucks, including the smaller fleets. and NOx emissions reductions from tractor trucks while still only regulating around 13 percent of California tractor fleets. This has two positives.

The EPA is getting ready to finalize a critical regulation limiting emissions of smog-forming nitrogen oxide (NO X ) and soot (or particulate matter, PM 2.5 ) from new heavy-duty trucks. This is the first time EPA has sought to limit emissions in over two decades, and it is long overdue. EPA has proposed three different early credit programs.

Several cities in California, including Los Angeles and in the Bay Area, have outlawed new gas hookups, but these are the first regulations that would effectively ban the sale of gas appliances. Such a Request for Information could be a potential first step toward implementing safety standards or other regulations governing their use.

The natural gas stored in Aliso Canyon can be withdrawn during times of high demand, for use by electricity generators and by direct gas consumers. After a demand forecast shows projected peak demand remaining below a specific threshold, a proceeding can be opened to potentially close the facility.
