The 2024 State of the Air report I work every day on topics related to air in my role as a Senior Climate Scientist at UCS, through my volunteer grassroots work, and because I want to be a well-informed resident in the San Joaquin Valley. Ozone, too, poses significant risks to respiratory health. This is more than just my job.
Medium- and heavy-duty vehicles (MHDVs), like the big rigs on our highways and the vans that deliver our packages, make up just over 1 in 10 of the vehicles on our roads, but are responsible for over half of ozone-forming nitrogen oxide pollution and lung-damaging fine particulate pollution from on-road vehicles.
SRBC issued a total of 310 shale gas general permits in 2024. Three hearings have been scheduled. Read more here. -- SRBC also published notice in the January 25 PA Bulletin announcing the registration of five grandfathered water withdrawals in December.

For example, EPA rules limiting ozone pollution or carbon from power plants move the first lever, while the combined $1.25 billion funding from the Inflation Reduction Act (IRA) and Bipartisan Infrastructure Law are clear examples of the latter.
DEP has received $3 million in Federal grants to fund the creation of a Priority Climate Action Plan (PCAP) by March 1, 2024, and a Comprehensive Climate Action Plan (CCAP) by July 1, 2025. The PCAP will include ways to reduce GHG emissions that could be put into effect quickly.
These parts have three high-level impacts: Increasing electric truck purchase requirements for large commercial, federal, state, and municipal fleets, beginning as early as 2024 and ramping up to a 100-percent zero-emission fleet requirement in 2042, based on vehicle category. A full transition to electric drayage truck operations in 2035.

You can compare this to ozone which has a half-life on the order of minutes, and some PFAS chemicals that have a half-life in air on the order of several years. We expect the draft rule to be published in the coming months, with a final rule expected in 2024. You can also write your own letter and use UCS’s handy guide to help.
These fleets, those with more than 10 tractor trucks, are responsible for the lion’s share of emissions: about 85 percent of fine particulate and ozone-forming nitrogen oxide emissions and just under 90 percent of greenhouse gas emissions from all California tractors (see the pie charts below).

Vehicles produce 47 percent of nitrogen oxides in the air, leading to the formation of ground-level ozone. Replacing heavy diesel vehicles with new low- to zero-emissions equipment technology will help mitigate air pollution from transportation sources.”
DEP opened a previous comment period on this proposed designation in April 2024. The last Exceptional Air Quality Event DEP documented was in November 2017 related to elevated ozone pollution concentrations originating from the upper Midwest in May 2016 that impacted ozone pollution readings in Pennsylvania. VOCs are a precursor to ozone, which is known to cause adverse health effects. The 106 tons of volatile organic compounds (VOCs) emitted represent the highest recorded VOC emissions from any facility in the oil and gas sector in Pennsylvania in 2022, based on DEP’s inventory of self-reported emissions data.
It incorporates the provisions and requirements contained in the RACT III approval for the facility, which are intended to satisfy the requirements for the 2015 National Ambient Air Quality Standard (NAAQS) for ozone. Questions should be directed to Mark Wejkszner, Air Quality Program Manager, 570-826-2528.
In a 5-4 decision, a divided Supreme Court stayed the enforcement of the Environmental Protection Agency’s (“EPA”) Federal Implementation Plan (“FIP”) holding that the emission control measures set to be used in upwind states to improve ozone levels in downwind states was arbitrary and capricious. June 27, 2024).
This post focuses on Ohio EPA’s anticipated regulatory changes to address non-attainment of the 2015 Ozone NAAQS. On January 20, 2021, the Ohio EPA’s Division of Air Pollution Control (DAPC) hosted a “Program Advisory Group” (PAG) meeting via Microsoft Teams to inform interested stakeholders of recent and upcoming DAPC activities.
Hydrofluorocarbons (HFCs) were developed and introduced in the late 1980s to serve as replacements for ozone-depleting substances (ODS) primarily used in the air conditioning, refrigeration, aerosols, fire suppression, and foam blowing industries.
But the first international advisory opinion on climate change—delivered by ITLOS in its decision of 21 May 2024 —suggests a more hopeful outcome. On one view, this might seem to set the stage for the exacerbation of a fragmented international legal response, ‘undermining the foundations of future cooperation combating climate change’.
“The commitments under the settlements will significantly reduce pollution from these companies’ operations, including volatile organic compounds that contribute to ground-level ozone, and methane, a potent greenhouse gas.” XTO is a natural gas extraction and production company that is a directly held, wholly owned subsidiary of ExxonMobil.
The Environmental Quality Board published notice in the January 25 PA Bulletin inviting comments on proposed corrections to regulations setting RACT requirements for major sources of NOx and VOCs related to meeting the ozone pollution standard may affect natural gas-fired power plants.

Bullock retired from the House in July 2024. The amendment would cover pollution from major oil and gas infrastructure and pipelines, power plants and many other facilities that emit these air pollutants. If DEP overrides the recommendations of the municipalities affected, the agency must explain why it did so.
Others have recently argued for a separate set of new institutions to run operational climate services ( Jakob et al, 2023 ; Stevens, 2024 ). i.e. we should be able to get the 2024 data extension by July 2025. We’ve now got used to this for surface temperatures and assorted data streams, but it needs to be more prevalent.
and ozone are important EJ issues. and ozone disproportionately impact EJ communities. and ozone NAAQS will thus be an important test of the political power of the EJ community. Specifically, with respect to PM 2.5 , WHEJAC recommended that the annual primary standard be lowered to 8.0 As WHEJAC notes in its letter, both PM 2.5
Despite clear recommendations from its own science advisors, the US Environmental Protection Agency (EPA) announced over the summer that it will delay its scheduled process to consider strengthening public health standards for ground-level ozone pollution. The stakes over ground-level ozone standard are high.
