To identify which fuels should be promoted, CARB calculates the life cycle greenhouse gas emissions from transportation fuels. In these “carbon intensity” calculations, CARB is not allowed to count reductions in greenhouse gas emissions that are already required by law. Agricultural operations are almost uniquely unregulated.
The Council further agreed to soften its recommendation that the state enact clean fuel standard legislation, and instead decided to recommend in the draft plan the use of biofuels and electric vehicles. The Council must then issue its final Scoping Plan by the end of 2022.
Carbon intensity takes into account emissions occurring production and transportation of fuel or the fact that plants grown for biofuels actually suck CO2 out of the atmosphere. I used a December 2022 report from the California Air Resources Board as my primary resource. California reports about a 9% reduction in carbon intensity.
On December 28, 2021, EPA announced that it will hold a public virtual meeting to discuss biofuelgreenhouse gas (GHG) modeling. EPA is soliciting information on the current scientific understanding of GHG modeling of land-based biofuels used in the transportation sector. The next steps EPA should take in this work area.
On February 23, 2022, the U.S. Environmental Protection Agency (EPA) held a webinar on requirements under the Toxic Substances Control Act (TSCA) and the premanufacture notice (PMN) process for biofuels. More information on webinar is available in our March 1, 2022, memorandum. Bergeson and Carla N.
According to EMSA, the report also features techno-economic analyses and includes risk-based case studies to evaluate the potential of biofuels for the maritime sector. Bergeson and Carla N.
Under the LCFS each fuel pathway gets a unique carbon intensity (CI) based on a lifecycle analysis of the greenhouse gas emissions associated with the production and use of the fuel. The CI of an electric vehicle charged with solar power is zero, and most of the biofuels fall somewhere in the middle [i]. ii] O’Malley, J.,
Environmental Protection Agency’s (EPA) New Chemicals Program will hold a webinar on Wednesday, February 23, 2022, from 2:00 to 3:00 p.m. EST) to learn about requirements under the Toxic Substances Control Act (TSCA) and the premanufacture notice (PMN) process for biofuels.
” BETO partnered with T2C-Energy, LLC (T2C) to validate pilot-scale production of drop-in biofuels with a price of $3 per gallon of gas equivalent (GGE) and at least 60 percent lower greenhouse gas (GHG) emissions than petroleum, using T2C’s TRIFTS ® process. Bergeson and Carla N.
On March 23, 2022, the U.S. Environmental Protection Agency (EPA) held a webinar on “ Biofuel Premanufacture Notices: New Chemical Risk Assessment and Applications of Tools and Models.” EPA states that to support this effort, it is offering outreach and training to stakeholders interested in biofuels.
This free online resource includes a searchable database that catalogues all of the climate change-related provisions in the 2022 Inflation Reduction Act (IRA), as well as a tracker that records actions taken by federal agencies to implement those provisions. The IRA Tracker homepage.
On January 21, 2022, the U.S. Environmental Protection Agency (EPA) announced a new effort under the Toxic Substances Control Act (TSCA) to streamline the review of new chemicals that could be used to displace current, higher greenhouse gas (GHG) emitting transportation fuels. Bergeson and Carla N. Registration for the meeting is open.
On April 18, 2022, EPA announced the opportunity for public comment on its proposed analysis of the lifecycle greenhouse gas (GHG) emissions associated with biofuels produced from canola/rapeseed oil. Comments must be submitted by May 18, 2022. Bergeson and Ligia Duarte Botelho, M.A.
By coincidence rather than design, two different approaches to reducing greenhouse gas emissions from the electric power sector have been under discussion by North Carolina agencies since 2021. The two approaches share goals of reducing greenhouse gas emissions 70% by 2030 (from a 2005 baseline) and achieving carbon neutrality by 2050.
On September 21, 2022, the New York Times published an essay by Gabriel Popkin titled “Are There Better Places to Put Large Solar Farms Than These Forests?” By Matthew Eisenson. According to the Lawrence Berkeley National Laboratory, utility-scale solar power produces between 394 and 447 MWh per acre per year.
The report recommends ways to improve models, increase reporting and transparency, perform targeted verification of emissions, and other avenues that will better inform policymaking for reducing greenhouse gas (GHG) emissions from transportation fuels. Biofuel production facilities typically produce additional products.
The European Parliament (EP) voted on September 14, 2022, to increase the share of renewables in the European Union’s (EU) final energy consumption to 45 percent by 2030 , under the revision of the Renewable Energy Directive (RED), a target also backed by the European Commission (EC) under its “RepowerEU” package.
And in 2022 , the number of farmers turned away from CSP due to a lack of funding had grown to over 24,000. In 2020 , more than 20,000 farmers were turned away from the program due to a lack of funding. In these two years, more than 75% of the farmers that applied to one of USDA’s most effective climate programs were turned away.
This follows our post last week alerting commercial real estate owners and tenants in those buildings in Maryland about these regulations requiring Greenhouse Gas Data Must be Collected Beginning January 1 in Maryland. When the General Assembly enacted SB 528 in April 2022, the social cost of C02 as estimated by the EPA was $51 a metric ton.
The claim is not that any of that is not true, but rather that sustainable and ESG advertising claims appeal to consumers who will fly KLM and other airlines when the only current means of airlines to reduce greenhouse gas emissions is to fly less.
EPA In November 2022, EPA was the first federal agency to award Inflation Reduction Act dollars with $30 million to expand community air monitoring in 37 states, followed by an additional $25 million in clean air grants to improve air quality across the country. USDA also awarded 59 domestic biofuel projects totaling $25 million.
Enacted in 2019, the CLCPA transformed the state’s earlier clean energy standard efforts from administrative fiat to law and sets more aggressive goals to reduce statewide greenhouse gas (GHG) emissions economy-wide to 60% from a 1990 baseline by 2030, and 15% from a 1990 baseline by 2050.
Federal law to reduce greenhouse gas emissions is encouraging livestock feeding operations, like this one in Cochise County, Arizona, to convert manure to methane for electricity and transportation fuel. The 2022 Inflation Reduction Act authorized a $3 production tax credit for every kilogram of so-called “green hydrogen.”
An EPA draft report outlines the damage that federal biofuels policy has wrought on land and water. The guidance directs agencies to evaluate greenhouse gas emissions in dollar terms, using an accounting aid known as the social cost of carbon. Environmental Impact of Biofuels. The Census Bureau identifies the number of U.
