Livestock Operations Are Responsible for Over Half of California’s Methane Emissions—Why Won’t CARB Regulate Them?

Legal Planet

To identify which fuels should be promoted, CARB calculates the life cycle greenhouse gas emissions from transportation fuels. In these “carbon intensity” calculations, CARB is not allowed to count reductions in greenhouse gas emissions that are already required by law. Agricultural operations are almost uniquely unregulated.

New York Climate Action Council Approves Draft Scoping Plan to Achieve the Climate Leadership and Community Protection Act’s Greenhouse Gas Emissions Reductions

Law and Environment

The Council further agreed to soften its recommendation that the state enact clean fuel standard legislation, and instead decided to recommend in the draft plan the use of biofuels and electric vehicles. The Council must then issue its final Scoping Plan by the end of 2022.

California Climate Policy: A Preliminary Report Card

Legal Planet

Carbon intensity takes into account emissions occurring production and transportation of fuel or the fact that plants grown for biofuels actually suck CO2 out of the atmosphere. I used a December 2022 report from the California Air Resources Board as my primary resource. California reports about a 9% reduction in carbon intensity.

Something Stinks: California Must End Manure Biomethane Accounting Gimmicks in its Low Carbon Fuel Standard

Union of Concerned Scientists

Under the LCFS each fuel pathway gets a unique carbon intensity (CI) based on a lifecycle analysis of the greenhouse gas emissions associated with the production and use of the fuel. The CI of an electric vehicle charged with solar power is zero, and most of the biofuels fall somewhere in the middle [i]. ii] O’Malley, J.,
