As with too many other air pollutants, people of color face a disproportionate impact from sterilizers that pose greater cancer risks, co-located facilities, and those violating the Clean Air Act. To be clear: EPA is not proposing that these facilities cease operations or suddenly banning the use of EtO.

These new standards rely on the findings of a 2016 risk assessment by EPA’s Integrated Risk Information System (IRIS) program, which determined that long-term exposure to EtO can increase your risk of developing cancer. In fact, the 2016 IRIS risk assessment found that EtO was up to 60 times more toxic than previously understood.

The Clean Air Act requires the EPA to review—and update—its ethylene oxide emissions standards every eight years, but the last time it did so was in 2006. In 2016, it concluded that the gas is 60 times more toxic than its previous estimate. However, the EPA does caution that children may be more susceptible.

EPA’s own scientists concluded in 2016 that the risk value of ethylene oxide is 60 times more toxic than previously understood. Exposure to ethylene oxide by breathing it in the air is associated with cancers of white blood cells, such as non-Hodgkin’s lymphoma, as well as breast cancers.

A 2016 statute, SB 1383 , limited the Board’s authority to enact regulations of methane emissions from livestock operations until January 1, 2024. In the United States, we already have a model for regulating emissions under the Clean Air Act.
