California Governor vetoes tropical deforestation bill. Among other provisions, the bill directs the Forest Service to create a voluntary carbon credit system in which non-federal entities can provide funds to the Forest Service to contract and implement projects designed to increase carbon sequestration or avoid carbon emissions.
